The Ministry of Construction and Housing Communal Services, in collaboration with the Ministry of Digital Technologies, has been tasked with developing the platform within three months under the "Transparent Construction" initiative.
According to the decree, the platform is expected to be fully operational by July 1, 2025.
Builders seeking shareholder investment must upload the following information to the platform:
- Exact address of the building under construction;
- Number of floors, hallways, residential units, and commercial spaces;
- Total area and surrounding land;
- Details of the financing commercial bank;
- Number of residential and commercial units sold;
- Project documentation and positive expert review conclusions;
- Construction start date and estimated completion date;
- Current construction status and other relevant details.
For projects that do not upload the required information to the platform, any shareholder agreements will not be notarized, and such agreements will not be registered with the state.
Builders who fail to upload the necessary data will be held accountable in accordance with applicable laws and regulations.
