Kyrgyzstan imposes six-month ban on coal exports by road

In January-February, coal exports from Kyrgyzstan to Uzbekistan surged by 52%.

Kyrgyzstan has imposed a temporary restriction on coal exports via road transport. The decision was formalized by a resolution of the Cabinet of Ministers of the Kyrgyz Republic on June 21.

The restriction on the export of coal (EAEU HS codes 2701 and 2702) will remain in effect for six months. The new regulation prohibits coal exports by road transport from Kyrgyzstan, with exceptions for the "Irkeshtam-Road" and "Torugart-Road" border checkpoints.

The restriction does not apply to the state-owned enterprise "Kyrgyzkomur" under the Ministry of Energy when exporting coal by road transport through designated border checkpoints.

The resolution will take effect 15 days after its official publication.

In November 2024, Kyrgyzstan’s Cabinet of Ministers also introduced a six-month ban on coal exports by road transport outside the Eurasian Economic Union. The measure aimed to stabilize the domestic market and ensure coal availability for households and businesses.

According to the National Statistical Committee of Kyrgyzstan, Uzbekistan remains the primary buyer of Kyrgyz coal in January-February 2025. During this period, 186,800 tons of hard coal and 51,200 tons of lignite were exported to Uzbekistan, marking a 52.4% increase compared to the same period in 2024.

In the first four months of 2025, Uzbekistan produced over 1.77 million tons of coal, reflecting a 33.5% increase.
