Uzbekistan rises in global AI readiness and e-government rankings

Uzbekistan has risen 17 places in the international Artificial Intelligence (AI) Readiness Index over the past year, according to the Ministry of Digital Technologies.

This achievement was stressed during the United Nations Public Service Forum (UNPSF) 2025, which Uzbekistan is hosting for the first time from June 23–25. The forum, held in Samarkand, brings together high-ranking officials, public service representatives, and innovation leaders from various regions around the world.

At the opening ceremony, a congratulatory message from President Shavkat Mirziyoyev was read out to participants.

“First and foremost, I sincerely congratulate you on the opening of the UN Public Service Forum – being held for the first time in Central Asia. I extend special gratitude to UN Secretary-General António Guterres for supporting our initiative to host this event in the historic city of Samarkand, a crossroads of world civilizations. I also warmly congratulate you on the occasion of June 23 – the UN-designated International Public Service Day,” the message stated.

The president's remarks noted that women now make up 35% of public administration in Uzbekistan, placing the country among the leaders in the region in terms of gender representation. More than 700 public services are now available online under the “one-stop shop” principle.

Thanks to full digitalization of public services and governance processes, Uzbekistan climbed 24 positions in the UN’s global E-Government Development Index. In the AI Readiness Index, it moved up 17 positions over the past year.

Mirziyoyev’s message also emphasized the country's commitment to investing in institutional capacity and human capital, noting that Uzbekistan is adopting endowment-based mechanisms inspired by international experience.

“We call on you to support our global initiatives to establish a Global Center for Digital Transformation in Public Service and an International School for Young Leaders here in Uzbekistan,” the president urged.

According to the Center for Managing Digital Government Projects, the forum aims to enhance the public sector’s capacity to implement the 2030 Agenda for Sustainable Development (SDGs) by strengthening human capital and technological capabilities.
