Authorities impose fines on companies offering jobs abroad illegally

Organizations operating without licenses and offering overseas employment services have been fined.

It was revealed that as a result of monitoring activities conducted by the Migration Agency, the companies “WORLDVISA” LLC, “Everyone Consult” LLC, and “Adworld Group” LLC had been advertising overseas employment services on their social media pages, collecting money from citizens without providing the promised services.

Appropriate fines were imposed on these companies.

The Agency emphasized that attempting to find employment abroad through unlicensed organizations exposes citizens to financial and legal risks.

The State Security Service had previously reported the arrest of an individual who had received $12,000 from four people to send them to the UK for work.

A similar case was observed in Tashkent, where a citizen was arrested after receiving $12,000 for sending three people to the UK for work and securing their visas.

Earlier, an individual was charged with fraud after receiving $7,400 for sending a citizen to Japan for work, and another case in Samarkand involved an individual who fraudulently received $10,700 for sending four people to Poland.

The Migration Agency has also been active in identifying individuals in Tashkent, Jizzakh, and Samarkand who had promised to send citizens abroad for employment.

A presidential decree has been adopted titled "Additional Measures on Regulating the Process of Overseas Employment," which stipulates that, starting November 1, 2024, all information about job offers from foreign employers will be published on the Migration Agency’s electronic platform, as well as in the media and on social networks.

The decree also details several initiatives for overseas employment opportunities:

  • Hyundai will hire Uzbek citizens with a salary of $2,500.
  • Uzbek citizens are being invited to work in Germany with an hourly wage of approximately €13.
  • There are offers for Uzbek citizens to work in Poland.

Earlier, an agreement was reached with Lithuanian companies to place 200 Uzbek citizens in jobs. Uzbeks are also expected to be sent to Japan for logistics, airport services, and cargo transportation jobs.

Between 2018 and 2023, 16% of the population's income in Uzbekistan was contributed by migrant workers. Every year, Uzbeks working abroad send between $12 and $15 billion back to Uzbekistan.

The presidential decree, titled "Additional Measures on Regulating the Process of Overseas Employment," establishes that starting from November 1, 2024:

  • All job offers from foreign employers will be published on the Migration Agency’s electronic platform, as well as in the media and on social networks.
  • Citizens will be able to create and upload their resumes on the Agency’s platform and freely participate in job selection processes.
  • Temporary workers going abroad will be eligible for microloans of up to 10 million UZS for two years from the Migration Fund.
  • Free consulting services will be provided for citizens applying for overseas employment and worker visas.

Starting December 1, 2024, the Agency will introduce procedures for placing orders for training in vocational skills and foreign languages for citizens planning to work abroad.

Furthermore, the required amount of funds for private employment agencies to obtain a license will be reduced from 8,500 times the minimum wage to 4,000 times.
