Transport Ministry extends Tashkent–Andijan toll road tender deadline by one month

The deadline for submitting documents for the tender to construct the Tashkent–Andijan toll road has been extended by another month, the Ministry of Transport announced via its official Telegram channel. This marks the second extension of the Request for Qualifications (RFQ) submission period.

The tender is being jointly organized by the Ministry of Economy and Finance and the Committee for Roads, with support from a consortium of PwC, Arup and Partners, and CMS Cameron. The RFQ stage began in January.

The new deadline for submitting RFQ documents is now June 21, extended by 30 days from the previously announced date. In addition, interested parties may submit Clarification Requests until June 6.

The selection process will be conducted in two stages. In the first stage, companies are required to submit an RFQ. Those that pass the prequalification round will be invited to submit detailed technical and financial proposals. The winner of the tender is expected to be announced by April 2026.

The Tashkent–Andijan toll road project has been under discussion since 2019. It includes the construction of a new tunnel through the Kamchik Pass. The Public–Private Partnership (PPP) Development Agency previously estimated the toll cost to be between $5 and $6. The highway is to be built in three phases over six years:

  • Tashkent to Angren (78 km)
  • Angren to Pop (93 km)
  • Pop to Andijan (143 km)

At the Tashkent International Investment Forum (TIIF) 2024, Deputy Minister of Transport Jasurbek Choriev stated that the estimated cost of the highway was $4.65 billion. A revised estimate presented in October put the project cost at $4.28 billion.
