Tenth-grade student in Navoi secures university admission: Can he graduate early?
A tenth-grade student in Navbahor district has obtained national certificates in four subjects, earning the maximum possible 189 points from state exams. This achievement grants him early admission to a university. But does this mean he can skip 11th grade and proceed directly to higher education?

Oktamjon Samandarov, a 10th-grade student at School No. 8 in Navbahor district, has secured national certificates in multiple subjects, granting him the maximum score required for university admission. This information was confirmed by the Navoi Regional Department of Preschool and School Education to Kun.uz.
According to the department, Oktamjon obtained national certificates in foreign language, history, Uzbek language and literature, and mathematics. This effectively secured his university placement while still in 10th grade.
All of these certificates were earned during the current academic year. His national certification levels include:
- B+ in History
- A in History (a higher-level certificate)
- B in Uzbek Language and Literature
Navoi authorities report that around ten other students in the region have also achieved 189 points through national certificates, securing early university admission. Among them are:
- Asliddin Abdurashidov (School No. 18, Navbahor district, 11th grade)
- Javokhir Nasriddinov (School No. 9, Karmana district, 11th grade)
- Ezoza Erkinova (School No. 8, Navoi city, 11th grade)
- Malika Norqulova (School No. 12, Navoi city, 11th grade)
Can Oktamjon Samandarov skip 11th grade?
Despite securing a university placement, Oktamjon is still in 10th grade. His national certificates remain valid for three years, meaning he can enroll in university after completing 11th grade.
So, could he skip his final year of school and start university immediately?
In many countries, accelerated education programs allow exceptionally gifted students to enter university at a younger age. However, this is not possible in Uzbekistan due to strict educational regulations.
Uzbekistanās education law: No early graduation allowed
According to Article 18 of Uzbekistanās Education Law, students who receive education at home or independently must pass official exams in accordance with the state curriculum. These exams are conducted through external assessment (externat system).
Article 21 of the same law states that students who choose external education must complete the full curriculum and pass final state examinations.
Furthermore, according to a Cabinet of Ministers decree, individuals who wish to complete their secondary education externally must meet specific age requirements:
- 16 years old or older for those completing the 9th-grade level
- 18 years old or older for those completing the 11th-grade level
Since early graduation is not allowed in Uzbekistan, Oktamjon Samandarov must complete 11th grade before moving on to university.
