Prosecutor’s office and Interior Ministry to face stricter mutual accountability
President Shavkat Mirziyoyev stressed the need for the Prosecutor General’s Office and the Ministry of Internal Affairs to adopt a more proactive approach, embrace new working methods, and uphold mutual oversight.

The implementation of an automated system for recording crime reports received through the 102 emergency service — ensuring a "digital footprint" for every complaint — has delivered positive results.
However, some district and city law enforcement officials have been found concealing crimes and intentionally delaying their registration for months to manipulate crime statistics.
The newly appointed Minister of Internal Affairs was instructed to equip each neighborhood’s prevention centers with surveillance cameras and ensure that every inspector is provided with a body camera. Furthermore, a new platform for recording offenses is to be launched.
A complete digitalization of the crime registration system was set as a priority.
It was pointed out that prosecutors have weakened their supervision of investigations, as evidenced by 637 criminal cases being returned to investigation by the courts due to shortcomings. The Prosecutor General’s Office was urged to work more rigorously to improve the quality of investigations and prevent crime.
Both the Prosecutor General’s Office and the Ministry of Internal Affairs were reminded of their duty to stay vigilant and work in a manner that keeps each other accountable.
The importance of regularly organizing crime prevention weeks was underscored.
It was suggested that parliamentary committees should investigate the root causes of crimes at the neighborhood level and assign specific tasks to district and regional prosecutors and police chiefs, as this could serve as a useful practice.
The Prosecutor General and the Minister of Internal Affairs will be required to report to the National Council quarterly, while regional and district prosecutors and police chiefs will present their reports monthly at regional council meetings and address the public.
“The reports should not contain general statements. They should clearly outline the specific measures to be taken to prevent each type of crime and eliminate contributing factors,” the president emphasized.
It was also suggested that the National Council should hold its monthly meetings directly at internal affairs departments in various districts and cities.
