Customs fees revised: Lower rates for high-value goods, new charges for couriers
A special rate of 7,500 UZS per kilogram will be introduced for courier shipments under new customs fee rates approved by the Cabinet of Ministers on January 31. Published on Lex.uz, the resolution aims to bring customs payments into line with World Trade Organization (WTO) regulations, with fees set based on the estimated costs of processing goods and handling declarations.
The separate fee rates for placing goods under the customs regimes of export and re-export are being abolished. Instead, general customs clearance fees will apply, and these have been revised.
Additionally, customs fees will be reduced for goods valued at $60,000 or more. The details are provided in the table below:
A special rate for placing goods under the customs regimes of transit, processing within the customs territory, and processing outside the customs territory will be set at 25% of BCU (93,750 UZS) per declaration. Currently, the fee is 50% of BCU for the first page and 25% for each subsequent page.
Additionally, a separate customs fee for international courier shipments will be introduced, set at 2% of BCU (7,500 UZS) per kilogram.
The customs declaration fee for processing during non-working hours, weekends, and holidays will be reduced by eight times, now set at 25% of BCU.
Fines will also be introduced for exceeding the declared export period for goods imported into Uzbekistan under transit. The fee for road and air transport will be 1 BCU per day, while for rail transit, the fee will be 10% of BCU (37,500 UZS) until 2028, after which it will be adjusted to the standard rate.
The resolution will take effect in May 2025, with the new general customs fee rates applying from January 1, 2026.
