Gov’t to launch a new program to identify and train next generation of public sector leaders

Over the past seven years, the share of government leaders under the age of 40 in Uzbekistan has risen from 37% to 65%, President Shavkat Mirziyoyev stated. Now, under a new initiative titled “Leaders of the Future,” 100 gifted young individuals will be trained annually for management roles. Each participant will be assigned to work closely with a current minister or regional governor.

During a youth forum held on June 30, President Mirziyoyev highlighted the country's progress in rejuvenating its public administration.

“In building the New Uzbekistan and upholding the principle of a 'state that serves the people', we are relying on talented, proactive youth with strong leadership qualities – like you,” said the president.

“Last month, I signed an important decree aimed at preparing promising future leaders and involving them in the public administration system,” he added.

Leaders of the Future” program: Shadowing and overseas training

Under the new program, each year 100 gifted young professionals will be selected and trained at the Academy of Public Administration. After selection, they will be assigned to shadow ministers and governors for two months, gaining hands-on leadership experience. Following this, they will participate in a one-month international internship.

Upon completing the program, participants will be regarded as top candidates for leadership roles in government, according to the president.

New system to identify Uzbekistan’s top 100 talents

On June 19, President Mirziyoyev also signed a decree introducing modern standards and a results-based approach to civil service.

Beginning in 2026, a new voluntary program called “TOP-100” will be launched every two years to identify and develop 100 talented next-generation managers and leaders. This program will be open not only to civil servants but also to NGO leaders, entrepreneurs, members of the diaspora, and other qualified individuals who meet the criteria – such as intellectual capacity, patriotism, organizational ability, and leadership potential.

Winners of the “TOP-100” program will be included in the National Talent Pool and prioritized for appointment to leadership positions in republic-level and local executive bodies, as well as other public institutions and economic agencies.

National talent pool and local reserve formation

The National Talent Pool will consist of:

  • At least 500 candidates for national-level leadership positions, and
  • At least 1,000 candidates for local-level executive roles.

Additionally, a Reserve of Potential Cadres will be created from 1,000 neighborhood chairpersons, assistants to governors, women’s activists, youth leaders, social workers, and tax inspectors who have demonstrated positive performance in community roles over the past two years.

These individuals, upon receiving recommendations from the Civil Service Development Agency, will be appointed to new roles without a competitive selection process.
