Uzbekistan to phase out part-time university admissions starting new academic year

Starting from the 2025/2026 academic year, admissions to part-time study programs will be discontinued. Students currently enrolled in higher-year courses will be allowed to continue their studies in the part-time format.

A presidential decree titled “On Additional Measures to Ensure the Quality of Education and Improve the System of Educational Services” has been adopted.

According to the document, beginning in the 2025/2026 academic year, admissions to part-time education programs will be halted. Instead, the enrollment quotas for alternative forms of education, excluding full-time programs, will be gradually increased.

Additionally:

  • The total admission quota for alternative education formats at higher education institutions must not exceed 50% of the admissions for full-time programs;
  • Alternative formats of education will be permitted for the training of scientific and pedagogical personnel at the master's level;
  • Higher education institutions will be allowed to introduce an optimized full-time study format based on the credit-module system, also referred to as part-time education;
  • Admitting students beyond the established limits for alternative education formats will be regarded as a serious violation of licensing requirements and conditions, and may lead to license revocation.

Moreover, each educational institution will be required to establish internal education quality control departments responsible for conducting internal audits of education quality.
