MP Alisher Kadirov proposes stricter laws against online defamation and manipulation

Alisher Kadirov, a member of the Legislative Chamber of the Oliy Majlis and chairman of the Milliy Tiklanish (National Revival) Democratic Party, has warned that certain “information projects” on the internet — coordinated by individuals for narrow interests in business and governance — could spiral out of control and become destructive.

In a statement shared via social media, Kadirov argued that defamation and insults in the online information space should be equated with serious crimes and punished accordingly.

“An increasing number of people are hiding behind the word ‘people’ to spread hate. The right to represent public opinion is defined in the Constitution (Article 10), and everyone else must speak, debate, and comment on their own behalf—and take responsibility for the consequences,” the MP stated.

As an example of accountability for one’s words, Kadirov referred to the recent case of TikToker Valeriy Yugay, who was arrested for insulting Uzbek citizens.

According to Kadirov, some figures in business and governance have learned to coordinate and guide certain individuals on the internet to serve their own narrow interests—something he says will lead to serious consequences.

“Unfortunately, a very negative trend is taking root: those with weak character and judgment are being directed and manipulated online for private gain in business and governance. Laws must intervene to stop such manipulators and impose strict measures, regardless of their identity. (I recommend watching the series Zero Day),” Kadirov said.

He warned that such information projects may eventually turn into uncontrollable monsters, with devastating effects not only on their creators but also on countless people—young and old alike. “Didn’t the Ukraine crisis clearly show us how these things can destroy lives?”

For this reason, the Milliy Tiklanish party, under Kadirov’s leadership, plans to propose harsher penalties for those who, under the pretext of freedom, violate the boundaries of cultural decency.

“The internet is, of course, a valuable discovery of our time, offering both income opportunities and a platform for sharing personal views — and we welcome that. But freedom must not mean tolerating the unruly behavior of those who breach the limits of order and cultural norms. The Milliy Tiklanish party will draft a legal proposal on this matter and submit it for public discussion,” the MP’s post stated.
