Zambian official passes away during Inter-Parliamentary Union event in Tashkent
Roy Ngulube, Clerk of the National Assembly of Zambia, passed away on April 7 in Tashkent following a brief illness during an official visit. The President of the Inter-Parliamentary Union (IPU), Tulia Ackson, and Secretary General Martin Chungong expressed their deepest condolences to the people and Parliament of Zambia.

According to an announcement on the official IPU website, Ngulube died on April 7, 2025, while on duty in Tashkent. IPU President Tulia Ackson and Secretary General Martin Chungong issued a joint statement offering heartfelt sympathy to Zambia in light of this loss.
The Parliament of Zambia reported that Roy Mukoba Ngulube had accompanied Speaker of the National Assembly, Nelly Butete Kashumba Mutti, to participate in the IPU event being held in Tashkent.
His passing occurred at 20:35 local time on April 7 after a short illness.
As Clerk of the National Assembly, Ngulube held an administrative, non-political position. His duties included organizing the work of the Assembly, preparing necessary documents for members and the Speaker, providing technical support, and overseeing the work of the parliamentary secretariat.
Roy Mukoba Ngulube had over 30 years of experience in public service and had been serving as Secretary of the National Assembly since September 2023.
