Authorities publish draft resolution on penalty points for traffic violations

A draft resolution has been made public, proposing that penalty points for drivers be calculated solely based on administrative reports issued by Traffic Safety Service (TSS) officers. The draft also lists the specific violations that will incur penalty points.

The government’s draft resolution, titled “On the Introduction of a System for Evaluating Traffic Violations Based on Penalty Points,” has been released for public discussion.

According to the proposal, penalty points will be assigned to drivers only through administrative reports officially documented by TSS officers. Additionally, these points will be calculated automatically via the “E-jarimaball” module, eliminating human involvement in the process.

As an incentive, drivers who avoid traffic violations for 12 consecutive months will not have their first penalty point recorded.

If a driver commits no further violations within six months of their last recorded offense, two points will be deducted from their total. Should the total penalty points fall below two, all points will be cleared, and the calculation period will restart from the date of the first violation.

Drivers can access information about their penalty points through the “E-jarimaball” module, a dedicated mobile app, or the Unified Interactive State Services Portal. Notifications about penalty points will also be sent via SMS.

A digital database will be established to track individuals deprived of driving rights based on accumulated penalty points.

The penalty points for specific violations are outlined as follows:

•  Using vehicles with tinted windows or mirrors that do not comply with technical regulations or lack proper authorization – 0.5 points;
•  Exceeding the speed limit by up to 20 km/h – 0.5 points;
•  Exceeding the speed limit by more than 20 km/h but not more than 40 km/h – 1 point;
•  Exceeding the speed limit by more than 40 km/h but not more than 60 km/h – 1.5 points;
•  Exceeding the speed limit by more than 60 km/h but not more than 80 km/h – 2 points;
•  Disobeying a traffic light’s prohibitive signal – 1 point;
•  Crossing into oncoming traffic or lanes, including cases that cause an accident – 2 points;
•  Leaving the scene of a traffic accident – 2 points.

The introduction of a penalty point system for drivers was first outlined in the presidential decree “On Measures to Reliably Ensure Human Safety on Roads and Drastically Reduce Fatalities,” adopted in April 2022. The decree mandated that penalty points be tracked separately for each traffic violation over a 12-month period.

Public discussion of the draft resolution will continue until April 4, with the resolution set to take effect on May 1, 2025.
