Shavkat Mirziyoyev cites bureaucracy and violations in firing of Emergency Situations Minister

“To eradicate corruption at its roots, special attention is being paid to reducing human factors and paperwork. For example, in the process of allocating land, citizens used to go back and forth between the governor’s office and nearly ten other agencies. In general, this sector had turned into a hub of corruption.

By completely abandoning the practice of land allocation through governor’s decisions and transitioning to an auction-based system, the process has become more transparent and fair.

The construction sector was one of the most corrupt industries. However, after the introduction of the ‘Transparent Construction’ program, positive changes have been observed in this area.

Previously, fewer than a thousand contractors were involved in state investment projects. Last year, more than 4,000 contractors participated in the construction of 13,500 projects. Due to digitalization in the sector, 3.6 trillion UZS of budget funds were saved over the past four years.

However, bureaucracy and legal violations in granting construction permits and ensuring fire safety compliance have increased. Because of this, the Minister of Emergency Situations and his deputies were dismissed last week,” the President’s press service stated.

At the end of February 2025, Abdulla Kuldoshev left his position as the head of the Ministry of Emergency Situations. Since 2018, he had been serving as the First Deputy Minister of Emergency Situations and was effectively leading the ministry. In March 2022, he was officially appointed as the minister. His position has now been taken over by Military Prosecutor Botir Kudratkhujaev.

On March 4, new deputy ministers were appointed: Khurshid Sotiev was appointed as the Deputy Minister for Emergency Prevention, while Nuriddin Kodirov was appointed as the Deputy Minister for Personnel and Educational Affairs.

The position of Deputy Minister for Construction and Engineering Protection remains vacant for now. Shukhrat Juraev had been serving in this position since August 2018.

Additionally, Khurshid Aliboev, who was appointed Deputy Minister in May 2023, is no longer listed among the deputies. Among the previous leadership of the ministry, only one official remains—Sanjar Zuparov, who has been serving as First Deputy Minister of Emergency Situations since May 2023.
