Competition Committee to disclose the list of entities with exclusive rights

The Competition Committee is required to disclose and publish in the mass media the list of entities granted exclusive rights by April 1, 2025.

This was mandated by the presidential decree “On Measures to Develop Competition in the Economy and Further Enhance the Role of the Private Sector.”

Since October 1, 2023, the Competition Committee has maintained a registry of business entities granted exclusive rights. However, this registry has remained closed to the public.

In January 2024, the Competition Committee responded to a question from Kun.uz, stating that a proposal had been submitted to the Presidential Administration to make the registry publicly available.

Furthermore, under this decree, exclusive rights may only be granted to business entities for a period not exceeding three years and solely for the following purposes:

- Ensuring the constitutional order, public health, Uzbekistan’s defense capability, state and public security, and public order;

- Preventing and mitigating natural disasters, accidents, and epidemics.

The following business entities will no longer have exclusive rights in their respective fields as of April 1, 2025:

- "Uzbekexpertiza" JSC and its regional branches will no longer have exclusive rights to certify property imported for production needs by enterprises with foreign investment.

- "UzEngineering" Design Institute will no longer have exclusive rights to develop pre-project and project documentation for investment projects.

- "National PR Center" will no longer have exclusive rights to produce and broadcast advertising services, reports, and promotional videos for foreign companies promoting Uzbekistan’s tourism potential on foreign TV and radio companies and other mass media.

- Sag Agro LLC will no longer have exclusive rights to provide mechanization services for agricultural technical measures to walnut producers.

- "Uzbekistan Institute of Standards" will no longer have exclusive rights to translate national standards into other languages under contract.

Additionally, the responsibilities of the "Tourism Services Certification Center" for certifying tour operators, accommodation facilities, ski slopes, and beaches, as well as assigning categories to them and conducting inspection control over their compliance with standardization requirements, will be transferred to the Tourism Committee.
