Uzbekistan raises notary service fees

By order of the Minister of Justice and with approval from the Competition Development and Consumer Rights Protection Committee, Uzbekistan has amended the maximum commission fees for legal and technical services performed by notaries. The updated fees will take effect on March 1, 2025.

In particular, commission fees for the following services have been increased:

-         Consultations on transferring real estate and vehicles, as well as notarizing mortgage and leasing agreements – increased from 10% to 15% of the base calculation unit (BCU).

Preparation of notarized agreements:

-         For real estate transfers – increased from 20% to 30% of the BCU.

-         For pledge (mortgage) and leasing agreements (for individuals or cases involving at least one individual) – increased from 15% to 25% of the BCU.

Other commission fees for additional legal and technical actions performed by notaries can be reviewed via the official portal.

The fees charged for these services must not exceed the maximum limits set by law. However, private notaries may charge lower fees at their discretion.

Since July 2024, Uzbekistan has expanded the range of notarial services that can be performed remotely, without visiting a notary office. Through video conferencing (online), individuals can now notarize:

-         A spouse’s consent statement for transactions involving jointly owned property, including real estate.

-         A power of attorney for vehicle transactions (sale, gift, exchange, pledge, or other legal actions).

-         Certification of document translations to verify their accuracy.

Notarial actions can now be completed from anywhere in the world via the “E-notarius.uz” information portal.
