Uzbekistan and Germany partner to improve quality of medical services in the Aral Sea region
A presidential decree has been adopted on measures to implement the project "On Improving the Quality of Medical Services in the Aral Sea Region," involving the participation of KfW Bank (Germany).
Under the decree, the following elements of the project were approved:
- The main technical and economic indicators of the project;
- The projected schedule for repaying KfW Bank loans, including additional fees and interest payments within the project's framework;
- The distribution plan for medical equipment to be procured for healthcare institutions in the Republic of Karakalpakstan and the Khorezm region;
- The allocation of special-purpose vehicles across regions.
The Ministry of Health is designated as the responsible executive body for ensuring the timely implementation and coordination of the project, as well as the targeted and efficient use of grants. The ministry’s “Procurement Center” state institution will act as the consignee under contracts concluded within the framework of the project.
According to the document, agreements on providing loans and grants for the "Improving the Quality of Medical Services in the Aral Sea Region" project were reached during intergovernmental negotiations between Uzbekistan and Germany on May 22–23, 2019, aimed at advancing bilateral cooperation.
On May 19, 2023, Uzbekistan and KfW Bank signed a loan agreement to finance the project, providing €30 million in credit with a 5.5-year grace period and a repayment term of 12.5 years, as well as a €2 million grant agreement.
The repayment of KfW Bank loans, including additional fees, interest payments, and other related expenses, will be covered by Uzbekistan's state budget funds.
