VAT to be refunded partially for some entrepreneurs
From October 1, 2024, a system of refund of part of the VAT paid by the 25th of each month will be introduced to entrepreneurs providing tour operator and hotel services, and from January 1, 2025 to catering services.

The presidential decree “On measures to implement the tasks set in the fourth open dialogue of the President of Uzbekistan with entrepreneurs” was adopted.
From October 1, 2024, to entrepreneurs providing tour operator and hotel services, from January 1, 2025 to January 1, 2028, a part of the VAT paid by the 25th of each month will be refunded from the republican budget in the following amounts:
non-cash part of monthly turnover:
- for catering establishments exceeding 60% – 40% of the VAT paid to the budget;
- for catering establishments of less than 60% – 20% of the VAT paid to the budget;
- for entrepreneurs providing tour operator and hotel services – 20% of the VAT paid to the budget.
From November 1, 2024, a register of factors that pose a high risk to human life and health will be introduced, which will be kept open to everyone.
From January 1, 2025, it will be allowed to suspend the activity of entrepreneurs by the supervisory bodies only on the basis of the factors included in the register.
From January 1, 2025, the electronic system “Risk Analysis” will be introduced by the supervisory bodies to determine the risk of committing a crime in the activities of entrepreneurs.
